Description
The Joint Meeting of Essex and Union Counties is soliciting qualification statements from firms experienced in providing auditing and related financial services. The scope includes annual audits of the Joint Meeting and its departments and agencies; review of annual budgets, financial statements, and debt statements before filing or adoption; audits of required plans and grants as needed; responses to financial and tax inquiries; and other accounting and auditing services requested by the Joint Meeting. Work must comply with applicable U.S. generally accepted auditing standards, Government Auditing Standards, New Jersey requirements, and specified federal and state single-audit guidance. Respondents must provide organizational and ownership information, affirmative-action compliance information and evidence, applicable federal and state licensing information, professional experience and references, key employee resumes, proposed direct and subcontracted services, an understanding of the Joint Meeting's needs, and a cost proposal with hourly rates. The submission must include an executive summary limited to two pages, an executed Letter of Qualification, an executed Letter of Intent, and the required ownership, registration, and statutory certification forms. Qualification statements must be bound, signed, acknowledged, and submitted electronically through the designated procurement portal.
