Description
The Gateway Cities Council of Governments is requesting qualifications from qualified Certified Public Accounting firms to perform a special agreed-upon procedures engagement for two partner agencies that received funding under the Local Solutions Measure H and Measure A program. The engagement covers funds received and expended from July 1, 2025, through June 30, 2026, and must evaluate compliance with program requirements, funding agreements, and applicable laws and regulations under AICPA attestation standards. The selected firm will test samples of approximately four to six invoices for each partner agency, reconcile reimbursement requests to general ledger reports and supporting documentation, test compliance and allowability, review internal controls and indirect-cost allocation practices, and conduct entrance and exit conferences with the Council of Governments and partner agencies. The response must include an all-inclusive cost proposal and standard hourly rates by staff class for services outside the engagement scope, including general consulting and special audits.
