Description
The City of Stockton Municipal Utilities Department is seeking a qualified provider for full-service printing, processing, postage, and mailing of customer notices supporting its water, wastewater, and stormwater utilities. Notices may include Proposition 218 rate-adjustment communications, community-meeting invitations, public-hearing announcements, ballots, and other legally required customer communications. The contractor must support variable quantities generally ranging from 50,000 to 100,000 printed, sealed, and mailed units; print postcards and 8.5-by-11-inch, 8.5-by-14-inch, and 11-by-17-inch materials in black or color and simplex or duplex formats; perform folding, inserting, metering, sealing, addressing, labeling, tabbing, collating, form bursting, cutting, trimming, list merge/purge, NCOA processing, CASS certification, presorting, and delivery to the USPS. The contractor must provide advance postage estimates, pay postage upfront, provide proof of mailing, and furnish proofs for City approval before final printing. Proposals must include a technical response, qualifications and experience, three references, financial-condition certification, subcontractor information, required certifications and disclosures, and a separately submitted signed price proposal.
