Description
The City of Stockton is seeking a qualified energy services company to evaluate city facilities, infrastructure, utility accounts, equipment, and operating conditions; identify and prioritize energy conservation measures; and develop a comprehensive Energy Services Plan. Potential measures include energy-efficiency improvements, solar photovoltaic generation, battery storage, HVAC modernization, building automation and controls, lighting, electrification, electric-vehicle charging infrastructure, demand management, water conservation, and resiliency improvements. The selected firm will provide technical, financial, lifecycle, funding, and financing analyses; identify grants, rebates, tax incentives, and other funding opportunities; and propose a compensation structure that defers initial assessment and project-development costs without upfront City expenditure. Subject to later authorization, the firm may also provide engineering, procurement, construction, installation, commissioning, measurement and verification, performance monitoring, optimization, training, and technical support. The RFP uses qualifications, technical approach, industry expertise, project team capacity, and price as evaluation criteria. The City intends to award an initial three-year contract with options to renew for up to two additional years.
