Description
The State of Wyoming, through the Wyoming Department of Health Public Health Division, is soliciting proposals for a commercially available, cloud-based public health and medical preparedness and response information system to consolidate and replace WebEOC RID Board, EMResource, and multiple spreadsheets. The solution may include any combination of five project components: incident management, volunteer registry and management, inventory management, patient tracking, and bed availability tracking. The system must support web browsers, tablets, and mobile phones; at least 1,500 concurrent users; high availability of 99.99% uptime or better; scalable participation; and no per-seat or per-use licensing fees. The scope includes software, hosting, disaster recovery, implementation within 90 days of award, training, technical support, maintenance, upgrades, documentation, integrations, security controls, data access, and reporting. Required capabilities include emergency incident command and resource management, volunteer credentialing and deployment, inventory tracking, patient triage and movement, hospital bed availability, alerting, mapping, mobile access, audit trails, APIs, single sign-on, vulnerability scanning, backup and continuity planning, and support for applicable public health and healthcare requirements. Proposals must include separate technical and cost proposals, a completed requirements matrix, project and management plans, staffing information, references, system and solution diagrams, and the attached price sheets.
