gpn05 cvn1279 Cvn1279 gpn05 CITY OF OXFORD INVITATION TO BID COMPETITIVE COST SEALED BIDS Sealed bids for construction of the City of Oxford Water and Electric Meter Replacement will be received until the closing time of November 4, 2026 at 2:00 PM local time. Bids must be submitted by the Bidder electronically through QuestCDN.com. No paper submissions will be accepted. Any bid received after the bid closing time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically provided in the Instructions to Bidders and/or by State law. Base Cost of all Bids will be posted by the Owner/Engineer to the QuestCDN website within approximately 30 minutes after the bid closing time. SCOPE OF WORK The Work shall consist of providing all labor, equipment, and materials necessary to remove and replace approximately 770 3/4", 1", and 2" water meters and AMI transmitters, install approximately 200 AMI transmitters (MOU's) on existing water meters, install approximately 705 3/4" backflow preventers, replace meter boxes, lids, and curb stops as necessary, remove and replace approximately 750 electrical meters, and document service line material, including site restoration, data collection, communication with property owners, and all appurtenances necessary for a complete installation. Water meters, electric meters, and AMI transmitters will be provided by the Owner. Time allotted for completion of work is 210 consecutive calendar days. The work shall be administered as two separate Contracts. Contract A shall include the work for replacing the water meters, and Contract B shall include the work for replacing the electrical meters. Bidders are permitted to submit a Bid for either Contract or both Contracts. Preference may be given to Bidders who submit a bid for both Contracts (see Section 00200). PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS Complete digital specifications and contract documents are available at www.cartersloope.com/outforbid. Bidders can download the digital documents for a fee of $50.00 payable through the website. Bids must be submitted electronically at QuestCDN.com. There will be an additional $42.00 bid submittal fee. Description
The City of Oxford is soliciting competitive sealed bids for two separate contracts. Contract A covers replacement of approximately 770 3/4-inch, 1-inch, and 2-inch water meters; installation of approximately 200 AMI transmitters on existing water meters; installation of approximately 705 3/4-inch backflow preventers; replacement of meter boxes, lids, and curb stops as needed; documentation of service-line materials; site restoration; data collection; and communication with property owners. Contract B covers replacement of approximately 750 electrical meters. Bidders may submit a bid for either contract or both, and preference may be given to bidders submitting for both contracts. The owner will provide the water meters, electrical meters, and AMI transmitters. The contractor must provide all other labor, equipment, materials, and appurtenances necessary for complete installation. Completion is required within 210 consecutive calendar days. Bidders must complete the Qualifications of Bidder section, hold a valid Georgia Utility Contractor license, employ a certified Utility Manager, and submit the required Georgia work-authorization affidavit. A bid bond or certified cashier’s check of at least 10% of the base bid is required; successful bidders must provide 100% performance and payment bonds.
