Description
Burlington Electric Department is requesting proposals for engineering design associated with modernizing the Queen City Substation. The scope includes replacing the end-of-life Telvent SAGE 3030 SCADA RTU with a new device, selecting digital relays with Ethernet/DNP3 communications, developing relay settings and configurations, replacing eligible control switches with relay front-panel pushbuttons, and documenting vendor model numbers and settings. Hardware procurement and installation are excluded; Burlington Electric staff will install, test, and commission the equipment. The selected contractor must conduct site visits as needed, prepare complete electrical and mechanical schematic drawings stamped by a professional engineer licensed in Vermont, review the design and settings with utility engineering and technician staff, and provide remote support during testing and commissioning. The proposal must include a company summary, technical approach and project plan, fixed not-to-exceed cost, professional experience and references, subcontractor information, and any additional relevant information. A Vermont professional engineer license is required for contract execution and work requiring a licensed engineer.
