Description

The Federal Bureau of Prisons seeks one provider to operate residential reentry center (RRC) services and home confinement services for male and female federal offenders. The RRC facility must be located in the Hampton Roads metropolitan area, and home confinement services must be provided within 100 miles of the RRC facility. The RRC requirement includes a guaranteed minimum average daily population of 39 and an estimated maximum of 96; home confinement has a guaranteed minimum of 30 and an estimated maximum of 75. The contractor must furnish the personnel, management, equipment, supplies, and services needed to operate the programs, including resident supervision and accountability, case management and reentry programming, employment assistance, facility operations, food service, and home confinement monitoring. The Government will award both service components to a single provider. The contract is an IDIQ with a one-year base period, four one-year options, and a possible extension of up to six months. Proposals must include separate Technical/Management, Business, and Past Performance volumes, submitted as separate PDF files by email. The solicitation requires extensive site, community-relations, staffing, program, facility, business, and past-performance information; the technical proposal also requires proof of the proposed facility's right to use and zoning, community notifications and support documentation, and facility plans and photographs.
