Description
Harris County, through the Harris County Hospital District d/b/a Harris Health System, is seeking a construction manager at risk for a planned inpatient expansion tower at Ben Taub Hospital. The project is currently described as a 100- to 120-bed, approximately 260,000- to 300,000-gross-square-foot expansion with shell space, a bridge connection to the existing hospital, basement connections to existing logistics corridors and the dock, selective renovation, and continued hospital operations during construction. The estimated construction budget is $289 million, with a sustainability goal equivalent to LEED Silver and an energy-reduction goal of up to 60 percent. The CMAR will provide preconstruction, bidding, and construction-phase services, including constructability and maintainability reviews, cost estimating, value engineering, scheduling, procurement and bid-package coordination, subcontractor bidding, on-site construction management, quality and cost control, commissioning and closeout coordination, and warranty support. The anticipated construction duration is 36 months, with construction currently scheduled for May 2028 through May 2031. The solicitation is the qualifications phase of a two-part process; pricing is not to be included in the initial statement of qualifications. The selected CMAR must support a 27 percent M/WBE participation goal or demonstrate good-faith efforts, provide a 100 percent performance and payment bond for the construction budget, and comply with hospital infection-control, life-safety, safety, prevailing-wage, apprenticeship, and controlled-insurance requirements.
