Description

The Department of Veterans Affairs, National Cemetery Administration, is requesting quotes for on-site inscription services at National Memorial Cemetery at Quantico and Culpeper National Cemetery. The contractor must provide all labor, materials, equipment, portable blasting and storage structures when needed, safety resources, quality-control procedures, waste disposal, and related services necessary to inscribe government-furnished headstones, markers, and niche covers. Work includes air-blast abrasion, lettering, numbers, emblems, reverse inscriptions, lithochrome application when ordered, inspection preparation, and completion of required transfer and completion documentation. The requirement is an all-or-none, firm-fixed-price IDIQ contract with a ten-month base period and four one-year option periods. The Government will order at least 1,000 units and may order up to 20,000 units over the contract. Quotes must include required physical samples, three PDF volumes covering company information, technical capability, and past performance, and an Excel price/cost schedule. The technical volume is limited to 40 pages, excluding the cover page and table of contents. Up to five past-performance references for similar on-site inscription services performed within the past five years may be submitted.
