Description
The City of Phoenix Water Services and Parks and Recreation departments require as-needed vactor services under a five-year requirements contract with no extension options. The contractor must provide all labor, supervision, transportation, equipment, supplies, mobilization, disposal, and related overhead for cleaning and maintaining facility sewer lines, process pipelines and tanks, storm drains, flood irrigation lines, interceptor tanks, pool filters, settling tanks, and other specified infrastructure. Work includes wet digging, jet rodding, vacuum removal, hydro-blasting, blockage removal, non-hazardous waste handling, and disposal at permitted facilities. Required capabilities include vacuum trucks/jet rodders, hydro-blasting equipment, submersible pumps, additional tanker capacity, confined-space entry equipment and programs, spill prevention and response, OSHA compliance, and crews meeting specified staffing requirements. The contractor must provide CCTV recordings or photographs when requested, meet routine and emergency response times, and submit disposal documentation and other operational records. Offers must include the required portal forms and supporting documentation, including business-operation proof, supervisor experience, equipment-access documentation, references, certifications, heat-safety compliance, an offer form, and a conflict-of-interest and transparency form.
