Description
Madison County Commission is soliciting Statements of Qualifications from professional consulting firms to manage a Safe Streets for All grant, develop a comprehensive, data-driven Safety Action Plan, and develop, implement, and evaluate temporary roadway-safety demonstration activities. The plan must analyze crash and roadway data, incorporate public and stakeholder input, establish safety goals, review policies and processes, identify and prioritize safety projects and strategies, develop planning-level concepts and cost estimates, and establish progress-monitoring and transparency methods. The consultant must also coordinate with regional and local agencies, support grant administration, and prepare draft and final deliverables. Demonstration activities may include traffic-calming quick-build measures along up to five corridors; low-cost signage, striping, and raised-pavement-marker packages at up to ten intersections; near-miss detection cameras at up to ten locations; red-light-running cameras at up to five locations; and speed-feedback signs at up to six locations. The scope includes site selection, planning-level designs and technical documentation, data collection, performance measurement, evaluation, reporting, and recommendations for permanent implementation. The county budget identified in the RFQ is $180,000 for Safety Action Plan development and $155,600 for final design and demonstration-activity data analysis. The federal grant agreement identifies a total grant amount of $718,880 and additional construction-phase funding, but the consultant procurement will negotiate scope and compensation with the selected firm.
