Description
The Delaware Department of State seeks a professional consultant to conduct a comprehensive review of the Delaware Public Service Commission and its staff. The study must assess commissioner terms, qualifications, number, geographic residency, appointment processes, part-time versus full-time service, the Commission's role in state strategic planning, and the organizational structure and performance of PSC staff. The scope includes comparison with best practices from other state utility commissions; analysis of organizational resource optimization, stakeholder impact and value creation, human resources, and potential uses of artificial intelligence; assessment of coordination with the Public Advocate and State Energy Office; interviews with specified stakeholders; and a comprehensive report of findings and recommendations. Proposals must address the evaluation criteria, provide a staffing plan and qualifications, include at least three similar business references, and submit the required forms and pricing file. The contract term is one year with one optional one-year extension.
