Description
Cecil County’s Department of Public Works, Roads Division, is soliciting contractors for snow and ice removal operations, transportation of water to support brine production, and pretreatment of roads with brine during the 2026–2027 winter season. Contractors may be assigned established snow or brine routes and may be called into service based on storm severity and budget constraints. The County offers fixed hourly rates by equipment category, including trucks with plows or spreaders, backhoes, loaders, brine spray trucks, and ride-along personnel. Selected contractors must respond within 60 minutes of notification, report to an assigned maintenance yard, maintain communications with Roads Division supervisors, and operate approved contractor- or County-owned equipment. Required submittals include an affidavit of compliance, Maryland and Cecil County good-standing confirmations, indemnity and jurisdiction agreements, a completed Snow Removal Agreement, certificate of insurance, applicable Workers’ Compensation Commission form, W-9, addendum verification, equipment information, and equipment-request information. The solicitation states that responses must be submitted electronically through the County’s OpenGov eProcurement platform by the stated deadline.
