Description
Charles County Government is requesting sealed bids from qualified dredging firms to provide wet dredging, hauling, and sediment disposal services in designated areas of Wheatley Dam Reservoir. Bathymetric and sub-bottom surveys identified significant sediment accumulation in the northern end and western inlet cove, which will be the focus of the initial dredging event. The amount of sediment removed will depend on the unit cost per cubic yard, available funding, environmental factors, and park accessibility; the contract does not guarantee a specific number of dredging events. Each event will have a minimum quantity of 2,000 cubic yards for dredging, hauling, and disposal. The contractor will be responsible for mobilization and demobilization, dredging equipment and labor, sediment sampling and analysis, dewatering, erosion and sediment controls, safety and environmental compliance, securing a disposal or beneficial-reuse facility, hauling, and post-event restoration and stabilization. Required plans and documentation must be submitted for County review before each event, with timely updates and meetings during performance. Work must comply with applicable local, state, and federal laws, permits, park-access limitations, and wetland-protection requirements. Dredging events are prohibited between Memorial Day and Labor Day. The solicitation was written for mechanical dredging, but other dredging methods are permitted. The County will conduct any post-dredge bathymetric survey.
