Description
Genesee County is soliciting proposals for a single-source integrated County Clerk's records management solution covering land records, court indexing and docketing, UCC filings, judgments, pistol permits, fee and tax collection, imaging, public and web-based search, electronic recording and filing, redaction, security controls, reporting, and remote access. The solution must support New York State and county reporting requirements, data conversion from the existing system, scanning and back-scanning, microfilm processing and archival storage, disaster recovery, hardware and software, installation, training, maintenance, and ongoing technical support. The vendor must provide the proposed system and related services in-house; subcontracting with the County Clerk's Office is not permitted, and the solicitation requires the vendor to own the proposed software. Vendors must submit pricing for a five-year contract, including the basic system and optional hosting/data-center services. The contract is scheduled to begin January 1, 2027, and continue through December 31, 2031. The proposal must include an executive summary, company profile, work plan, financial statement and bank references, current client list, references for at least three comparable municipal or local-government contracts within the past five years, technical compliance responses, pricing, required forms, insurance and workers' compensation/disability documentation, and any proposed additional information or exceptions.
