Description
The County of San Diego is seeking a contractor to design, implement, and conduct a retrospective epidemiological study as part of its Tijuana River Valley Chemical Pollution Impact Investigation. The study will assess whether historical exposures to emissions from the Tijuana River Valley are associated with elevated health outcomes across different exposure zones in San Diego County. The contractor will use and link de-identified mortality, cancer registry, hospital discharge, Census, and environmental exposure data; define geographic exposure zones; conduct statistical, temporal, and geographic analyses; and identify uncertainties, biases, and health outcomes warranting further study. The scope includes obtaining data access agreements, securing Institutional Review Board approvals, complying with HIPAA and applicable confidentiality requirements, developing data-security and QA/QC plans, documenting reproducible analytical workflows, and providing quarterly updates and community/stakeholder support. Deliverables include study protocols and statistical analysis plans, executed data-use agreements, IRB documentation, draft and final reports, clean datasets, data dictionaries, presentation materials, and a completeness assessment. The estimated total cost for the 15-month base term is $200,000 to $250,000, with an option for one to six additional months.
