Description
The Village of Northbrook is seeking qualifications from professional engineering, automation, or consulting firms to serve as the owner's engineer for a comprehensive SCADA system modernization at its water production plant. The selected firm will provide project management, design review, third-party technical oversight, construction and integration monitoring, change-order and payment-request review, commissioning support, cutover oversight, and acceptance testing. The environment includes Allen-Bradley/Rockwell PLCs, Inductive Automation Ignition HMI, VMware, Windows Server 2022 virtual machines, approximately 1,000 I/O points, four remote sites, 13 lift stations, and two water towers. The Statement of Qualifications must demonstrate at least five years of relevant SCADA oversight or owner's-engineering experience, at least three completed projects of similar scope and technology, and appropriately credentialed key personnel. The SOQ must include a cover letter, firm profile, technical approach, organizational chart and resumes, workload information, relevant client and project experience, and three to six similar public-sector project examples with references. Pricing is not requested at this stage; shortlisted firms will be interviewed and may later negotiate contract terms and pricing.
