The Central Illinois Land Bank Authority is soliciting sealed bids for demolition of structures at 1009 N Goodwin, 701 S Cottage Grove, and 607 W Washington in Urbana, Illinois. The scope includes utility disconnection, demolition and removal of structures, slabs, foundations, debris, and hard surfaces; legally compliant disposal; granular backfill; topsoil placement; seeding; grading; erosion and sediment controls; site security fencing; traffic control; and repairs to any damaged public or adjacent property. Bidders must provide separate tear-down pricing for each property, estimated tonnage, dumping-fee estimates, a project schedule, and a schedule of values. CILBA may award contracts by individual property. The work includes significant asbestos-related requirements. The 1009 N Goodwin structure is unsafe to assess and must be treated as containing asbestos, with required notifications, licensed and trained personnel, wet demolition practices, tarped transport, manifests, and disposal at a licensed landfill. Asbestos abatement at 607 W Washington is assigned to a licensed abatement contractor and is not the demolition contractor’s responsibility; 701 S Cottage Grove requires no abatement based on the provided testing. Contractors must comply with applicable Illinois, federal, and local requirements, including prevailing wage obligations, obtain required permits, and complete the work by October 15, 2026. At least three similar projects completed within the last 12 months are required for qualification.
