State of Maine Department of Health and Human Services RFP# 202608127 Maine WIC Mobile Application Software and Support Services The State of Maine is seeking proposals for a mobile application used separately or in conjunction with a Maine WIC issued eWIC EBT card. Description
The State of Maine Department of Health and Human Services, through the Maine Center for Disease Control and Prevention, is seeking a configurable mobile application specific to the Women, Infants, and Children (WIC) program. The application must integrate with output files from the Maine WIC Management Information System, support use with or without a registered eWIC EBT card, display benefit balances and the Approved Product List, scan and search UPC/PLU codes, provide food calculators, and help users locate WIC clinics, authorized stores, and farmer sale sites. It must support English and numerous professionally interpreted languages, accommodate users with limited English proficiency, and be accessible and intuitive. The contractor must provide production support, helpdesk and communication functionality, push notifications, banners, appointment reminders, recall and public-health messaging, educational content, product-request tools, and support for a potential future EBT processor transition. The scope also includes usage reporting, implementation planning, technical assessment, and a demonstration for the top three proposals. Eligibility requires a configurable comparable mobile application implemented within the past five years and operational for at least three years for a federal or state governmental agency. One award is anticipated. The initial performance period is January 1, 2027, through September 30, 2028, with four renewal periods extending through September 30, 2036.
