Description
The Federal Bureau of Prisons is seeking capable providers for a future contract to deliver vocational Heating, Ventilation, and Air Conditioning instruction to inmates at Federal Correctional Institution Danbury. The program must qualify successful participants for at least entry-level HVAC employment and lead to transferable college credits, a college certificate or associate degree, or an industry-recognized certificate. The contractor must provide textbooks, curriculum materials, written curricula with measurable objectives, student records, attendance and certification records, resume-development instruction, and any required instructor services. The institution will provide HVAC equipment and tools. Instruction will be performed on site in the institution's Education Department, normally five days per week during daytime hours, with no more than 30 students enrolled at a time and at least 1,763 one-hour instructional sessions. Twenty to forty percent of the curriculum must involve hands-on occupational competencies or approved live-work projects; computer simulation alone is insufficient. Contractor personnel will have frequent unsupervised inmate contact, must complete institution orientation and security-related requirements, and must comply with correctional-facility rules and records/privacy requirements. The contemplated structure is one 12-month base period plus four 12-month option periods, with firm-fixed unit prices under an indefinite-delivery requirements-type contract.
