Description
The Federal Bureau of Prisons is conducting a sources-sought market survey for a provider to deliver an approximately 50-credit-hour vocational Heating, Ventilation, and Air Conditioning program to inmates at FCI Medium and FSL Jesup. The program must qualify graduates for entry-level HVAC employment, lead to transferable college or industry-recognized certification, and include classroom instruction, resume development, employer-recruitment support, student records, curriculum and lesson plans, and 20–40% hands-on occupational training or approved live work. The contractor must provide books, forms, documents, reading materials, and matriculation materials; the institution will provide equipment, raw materials, and writing supplies. Instruction will be performed on site, normally Monday through Friday, with approximately 10 three-hour instructional sessions per week at each location and no more than 30 hours per week. Instructors will have frequent unsupervised inmate contact and must complete required institutional orientation, background investigations, security procedures, and applicable privacy and correctional requirements. The contemplated contract is an indefinite-delivery, requirements-type contract with firm-fixed unit prices, consisting of a 12-month base period and four 12-month option periods. This notice requests market-research information rather than proposals; respondents must complete the Market Research Questionnaire and email it by the stated deadline.
