Description
The City seeks qualifications from a design-build team to deliver a complete U.S. flagpole installation, with a proposed pole height of approximately 325 to 350 feet. The scope includes project management and site investigations; engineering and design of the pole, foundation, electrical systems, lighting, and flag-raising equipment; regulatory coordination and permitting; fabrication and delivery; foundation and site construction; erection; testing and commissioning; staff training; and project closeout. The team must address TxDOT and FAA coordination, traffic control, public protection, and applicable approvals. Statements of Qualifications are evaluated on team composition, key personnel, comparable projects, technical qualifications, project approach, schedule and capacity, and safety and financial capacity. The submission must include the company information questionnaire, conflict-of-interest disclosure, non-collusive affidavit, and discretionary contracts disclosure. The Certificate of Interested Parties (Form 1295) is due within ten days after notice of award, not with the initial response. The agreement term will be determined after selection and award.
