Description
The County of Alameda is requesting proposals from a qualified, actively licensed certified public accountant and key audit personnel to perform the Basic Financial Statements Audit, also known as the Annual Comprehensive Financial Report audit, and the organization-wide federal financial assistance Single Audit. The work must examine the County's financial operations, books, records, internal controls, and compliance in accordance with the Single Audit Act Amendments of 1996, California Government Code Section 25250, applicable Office of Management and Budget requirements, Government Auditing Standards, and generally accepted auditing standards. The same firm will perform both audits to reduce duplication and costs. The scope covers the County's General Fund, Special Revenue Funds, Capital Projects Fund, Debt Service Funds, Internal Service Funds, and Trust and Agency Funds, including the Pension Trust. The contractor must provide practical recommendations, documented knowledge transfer, training, and mentoring; assist with preparation of the data collection form and printing of the Single Audit report; and provide five copies of each report by December 1 following each audited fiscal year unless unforeseen circumstances delay completion. Preliminary fieldwork occurs in May, final financial-statement fieldwork in October and November, and Single Audit fieldwork from December through February. The County permits onsite, hybrid, or remote approaches subject to negotiation. The contract term is three years with an option to renew for two additional years.
