Description
The Texas Education Agency is soliciting responses for three independently awardable projects. Project 1 covers the acquisition, licensing, sourcing, development, and potential customization of existing grade-appropriate, high-quality Tier 1 instructional materials, including open educational resources. Project 2 covers development of custom-built Tier 1 instructional materials. Project 3 covers as-needed revision, versioning, substitution, standards alignment, and rapid-cycle improvement of existing OER materials in accordance with agency priorities and timelines. Respondents may submit for one or more projects and must provide separate responses for each selected project. Required submissions include the signed contract terms and execution attachment, the State of Texas VetHUB subcontracting plan, the response cover page questionnaire, the applicable project-specific Task, Activity, Deliverable, and Budget Plan questionnaire, the conflict-of-interest form, a Management Plan, Experience, and Qualifications proposal, and an Understanding of the Project, Methodology, and Technical Components proposal. The solicitation requires PDF proposal documents and identifies an initial five-state-fiscal-year term with two additional one-year renewals. The contract terms also impose substantial intellectual-property, accessibility, data-security, confidentiality, insurance, and compliance obligations.
