Description
The West Virginia Purchasing Division is soliciting bids on behalf of state agencies and political subdivisions to establish a statewide, open-end contract for 2027 or latest-model-year motor vehicles in Classes 1–18. The classes include compact, midsize, and large sedans; compact, midsize, and full-size utilities; minivans; and standard, extended-cab, and crew-cab pickups. Vehicles must meet the specified class requirements and mandatory standard equipment, including automatic transmission, power steering and brakes, air conditioning, safety equipment, power windows and locks where available, keyless entry, reverse backup camera, all-season tires, floor mats, and other listed features. Gasoline vehicles are required; vendors should also quote available flex-fuel, diesel, CNG/bifuel, and hybrid vehicles. The contract is open-end and continuing, with quantities based on future agency orders and no guaranteed purchase volume. Vendors must be the manufacturer or an authorized dealership for the vehicle make and model; third-party suppliers are prohibited. Bidders must complete the Exhibit A pricing pages for applicable vehicle classes and fuel types, identify the manufacturer, model, colors, and unit prices, and provide the completed pricing pages with the bid. Award will be made by vehicle class and fuel type to the lowest responsible bidder meeting the specifications. The awarded vendor will also be responsible for pre-delivery inspection and servicing, delivery, warranty coverage, vehicle documentation, and quarterly utilization reports.
