Description
The Oregon Health Authority's Equity & Inclusion Division is seeking one contractor to provide technical assistance and consultation for its Health Care Interpreter Program. The work includes evaluating and recommending updates to administrative rules; supporting coordination among the interpreter program, Medicaid operations, licensing boards, health care providers, interpreting service companies, and a nonprofit workforce partner; tracking development of an interpreter scheduling and payment portal; and advising on recruitment, retention, workforce development, and program sustainability. The contractor must develop workplans, facilitation and rules-change plans, surveys and analyses, webinar content, reports, and a comprehensive final program evaluation. Minimum qualifications include at least 10 years of experience in administrative regulations, complex regulatory policy coordination, advisory and stakeholder collaboration, and state and federal Medicaid programs; at least five years working with health care interpreters and related language-access requirements; and a bachelor's degree in a related field. The anticipated contract has a not-to-exceed budget of $239,730 through June 30, 2029, with an additional $150,000 option period through June 30, 2031.
