Description
The City seeks a multidisciplinary consultant team to prepare its 2029–2037 Housing Element update and support its adoption and certification by the California Department of Housing and Community Development. The work includes monitoring regional housing allocation discussions; community outreach and engagement; review of existing housing policies and conditions; housing needs, sites inventory, constraints, and fair-housing analyses; and development of housing goals, policies, and programs. The consultant will also prepare any needed General Plan, Specific Plan, and Zoning Code amendments, including rezoning, and provide GIS and mapping materials. The scope includes environmental review under the California Environmental Quality Act, potentially including an environmental impact report and technical studies, as well as draft and final Housing Element documents, public presentations, and coordination through adoption and state certification. Proposals must include a technical response and a separate cost proposal. The anticipated contract term is three years with two one-year renewal options; ongoing implementation services may be authorized as optional work.
