Description
The City seeks a consultant or contractor to conduct Phase 1 laboratory-scale jar testing on primary sludge and thickened waste activated sludge. The work includes recommending sampling and characterization procedures; identifying commercially available odor-control chemicals; comparing treatment products, dosages, and contact times against untreated controls; measuring odor reduction; and assessing effects on sludge characteristics and downstream handling. The proposer must provide a testing plan, laboratory results, and a final report with preliminary treatment costs, operational and safety considerations, and recommendations for chemicals, dosage ranges, application methods, monitoring, and success criteria for potential Phase 2 pilot testing. The proposal should include qualifications and resumes for proposed personnel and subcontractors, similar-project experience and client references, a detailed work plan and schedule, and a separately sealed fee proposal. The response package also requires the specified City forms and legal-status information.
