Description
The U.S. Air Force is conducting market research to identify businesses capable of providing comprehensive flight test and evaluation training for the Air Force Security Assistance Training squadron. The anticipated scope includes test-pilot flight instruction; ground-school instruction and courseware; instructor and simulator pilots; aircraft, simulators, variable-stability and synthetic training environments; student scheduling and records management; evaluation, qualification, proficiency, and recurrent training; safety and quality-assurance processes; and performance reporting. The anticipated course portfolio includes professional Category 1 and Category 2 flight-test curricula, performance and flying qualities, systems, unmanned systems testing, pre-test-pilot-school preparation, helmet-mounted display and night-vision-goggle testing, systems testing, operational test and evaluation, upset prevention and recovery, spin training, and crew resource management for flight testers. Respondents must describe their capabilities, course curricula, resources, instructor qualifications, prerequisites, capacity, delivery history, limitations, and relevant accreditations or approvals, including collegiate accreditation, ABET accreditation for a relevant master's program, EASA Approved Training Organization status, and an FAA Part 141 Air Agency Certificate with applicable Appendix K approval. Responses must also address commercial availability, acquisition structure, risks, outcome-based measures, and teaming arrangements. The anticipated demand is approximately 10–15 students and 10 training iterations annually over an estimated five-year period, although all quantities and dates are subject to change.
