Description
Scotland County is soliciting proposals from qualified, independent auditors with governmental accounting and auditing experience to perform a financial and compliance audit. The audit will encompass the County's Comprehensive Annual Financial Report (CAFR) in accordance with North Carolina laws and regulations, including federal, state, and local funding sources, and adhering to generally accepted auditing standards, Government Auditing Standards, the Single Audit Act, and Uniform Guidance. The County intends to establish a three-year contract, with the first year being obligated. The proposed audit years are July 1, 2026, to June 30, 2027; July 1, 2027, to June 30, 2028; and July 1, 2028, to June 30, 2029. Continuation beyond the first year is subject to annual negotiation, satisfactory price negotiation, and appropriation availability. The County reserves the right to request proposals at any time after the first year. Proposals must include a cover letter, detailed qualifications of the firm and assigned personnel, a cost estimate, and any other relevant information. Evaluation criteria will include proposer qualifications and experience (45 points), approach (15 points), quality control (10 points), quality of the proposal (10 points), and professional fees/cost (20 points). The submission deadline is July 10, 2026, at 5:00 PM. Questions must be submitted in writing to April Snead, County Manager, via email by July 3, 2026, at 5:00 PM.
