Description
Henry County Parks & Recreation is soliciting a single-prime, turnkey contractor to renovate and modernize the Richard Craig Park Athletic Complex in two phases. The work includes renovation of eight baseball and softball fields and the Sunshine League therapeutic field; selective demolition; earthwork and laser grading; drainage and irrigation improvements; certified 419 Bermuda sod; athletic infield mix and topdressing; fencing, backstops, overhead safety netting, gates, foul poles, windscreens, dugout roofs, concrete sidewalks, accessible routes, and other ADA improvements. The project also includes renovation of a 60-by-81-foot batting cage facility into a five-station synthetic-turf training complex, demolition of the existing score tower slab, renovation of the concession building and restrooms, electrical and lighting upgrades, testing, commissioning, cleanup, warranties, and closeout documentation. Phase One covers Fields 1 through 5 and must be completed, accepted, and returned to service before Phase Two begins. The base bid must include a 10% construction contingency allowance. A 5% bid bond is required, along with 100% performance and payment bonds if awarded; the solicitation also requires specified insurance coverage and an 11% DBE participation goal or documented good-faith effort. Evaluation weights are 35% qualifications, relevant experience, and references; 30% key staff experience and availability; 30% methodology and technical approach; and 5% cost.
