Description
NASA Headquarters is seeking program management and administrative services for the NASA Postdoctoral Program, supporting the NASA Postdoctoral Research Program and NASA Postdoctoral Management Program. The scope includes program-level administration; online and cloud-based application, review, enrollment, renewal, and travel processes; applicant solicitation and evaluation; fellow enrollment and support; J-1 visa processing; financial, tax, stipend, health insurance, travel, relocation, and other direct-cost administration; program effectiveness metrics; and phase-in and phase-out activities. The requirement includes development and maintenance of online systems, Authority to Operate support, information security and privacy compliance, ITAR/EAR management, financial and performance reporting, and coordination with NASA Centers, Headquarters, participating host organizations, designated universities, fellows, advisors, and mission directorates. The draft solicitation contemplates a hybrid firm-fixed-price and cost-plus-fixed-fee completion contract, with a 12-month base period, four 12-month option periods, and an additional six-month extension option. A separate 90-day firm-fixed-price phase-in period is also contemplated. The draft requires proof of State Department approval for J-1 visa processing as an initial proposal gate.
