Description
The Department of Veterans Affairs seeks professional psychological evaluation services for VA Police applicants and incumbent officers, including pre-employment, annual, and directed or special fitness-for-duty evaluations. Evaluations must be conducted by actively licensed psychologists or psychiatrists qualified in law-enforcement assessments. The work includes interviews, appropriate psychological testing, assessment of job-related fitness, and secure delivery of recommendation reports. Services may be performed remotely via telehealth, on-site, or at a contractor-arranged location. The solicitation anticipates one firm-fixed-price award with a one-year base period and four one-year options. The base-period estimated quantities are 15 pre-employment evaluations, 40 annual evaluations, and 5 directed or special fitness-for-duty evaluations. The technical proposal must address the approach and evaluator qualifications, and include required license and training evidence; the quote must also include the completed solicitation pricing schedule and required signed certifications and agreement. The award is a total Service-Disabled Veteran-Owned Small Business set-aside, with limitations on subcontracting. Offers are evaluated on a lowest-price, technically acceptable basis, including past-performance references.
