The City of Springfield is seeking a Construction Manager/General Contractor (CM/GC) for a two-phase project at an occupied municipal facility. Phase 1 includes preconstruction services such as cost estimating, budget validation, value engineering, constructability review, risk identification, scheduling, logistics planning, long-lead procurement strategies, subcontractor outreach, and development of a Guaranteed Maximum Price proposal. The CM/GC must also evaluate potential modernization of three existing elevators as an optional scope. Phase 2, subject to owner acceptance of the GMP, includes construction services at the approximately 33,750-square-foot facility. Work includes demolition; architectural modifications; window and deferred-maintenance replacements; HVAC, plumbing, sprinkler, electrical, and low-voltage modifications or replacements; flooring, painting, millwork, glazing, acoustical components, and ceiling systems; coordination of disruptive work in an occupied building; commissioning and testing; inspections and certificate-of-occupancy support; and closeout deliverables including operations and maintenance manuals, warranties, as-built drawings, final cleaning, and punch-list completion. The contractor must provide an on-site superintendent, manage subcontractors and vendors, conduct weekly owner/architect/contractor meetings, and manage submittals and requests for information.
