Date of Issue: October 5, 2026 An optional on-site tour will be available for interested parties wishing to tour the project site. Tour appointments will be scheduled between October 12 and October 13, 2026, by pre-scheduled appointment only. Interested parties must contact the Single Point of Contact (SPC), Amanda Clinton, at aclinton@springfield-or.gov to schedule a tour before the mandatory pre-proposal conference. Tours are estimated to last 90 minutes. A mandatory in-person pre-proposal conference is scheduled for Thursday, October 15, 2026, at 11:00 AM at City Hall, Jesse Maine Conference Room, 225 5th Street, Springfield, Oregon. The RFP protest period ends October 22, 2026, by 5:00 PM. Questions and requests for clarification are due October 20, 2026, by 5:00 PM. Answers to questions and requests for clarification are anticipated to be issued October 23, 2026, by 5:00 PM. Proposals are due Thursday, October 29, 2026, by 2:00 PM.
