Description
The City seeks a consultant to update three existing stormwater plans and develop an integrated Stormwater Asset Management and Water Quality Plan. Work includes reviewing and updating the stormwater asset inventory; evaluating infrastructure condition, capacity, hydrology, hydraulics, climate resilience, and water quality; identifying and prioritizing improvements; and preparing a 20-year capital improvement program with planning-level cost estimates and implementation priorities. The consultant will also develop operations and maintenance recommendations, a long-term funding strategy, and stormwater design standards and criteria. The scope includes public outreach and stakeholder engagement, technical analyses and memoranda, draft and final plans, GIS and modeling files, and editable electronic deliverables. Proposals must include qualifications, at least five relevant projects completed within the past five years with references, the firm's approach and schedule, an outreach strategy, and a time-and-materials not-to-exceed fee with task-level costs and hourly rates. The proposal is limited to 25 pages, with a minimum 11-point font, and must be submitted as one PDF.
