Description
The City of Modesto is seeking qualified, neutral facilitators experienced in Interest-Based Bargaining to prepare for and facilitate labor negotiations with multiple unions. Services include guiding bargaining sessions, promoting constructive communication and joint problem-solving, supporting mutually beneficial agreements, and maintaining impartiality. The selected consultant must be able to participate in multiple sessions with different unions and attend in-person sessions one to two days per week. The proposal must address the firm's understanding and approach, staffing and key personnel qualifications, organizational structure, relevant experience and references, detailed schedule, and pricing by activity or task. Experience performing similar services is heavily weighted in the evaluation. The proposal must be submitted without pricing in the main proposal upload, with pricing submitted separately; customer references, financial-interest disclosure, California Levine Act disclosure, payment-term selection, and required portal confirmations must also be completed. Insurance requirements apply upon award rather than at proposal submission.
