Description
The City of Lancaster is seeking statements of qualifications from Texas-licensed professional engineering firms to update its roadway, water, and wastewater impact fee reports, land use assumptions, capital improvement plans, and impact fee schedules, and to create a new drainage impact fee study. The selected firm will provide engineering, analytical, design, and related professional services using the City's existing water, wastewater, and stormwater master-planning models. The scope includes reviewing existing plans, ordinances, and fee schedules; updating land use assumptions and capital improvement plans; interpreting applicable Texas legislation; participating in meetings with City departments, an advisory committee, and the City Council; conducting public outreach; and preparing updated reports, plans, and draft ordinances. Respondents must demonstrate at least five years of relevant Texas experience and provide project-team information, methodology, qualifications, quality-assurance procedures, anticipated problems and solutions, client-service information, payment terms, and three comparable Texas reference projects completed within the past ten years. The consultant must deliver the updated reports and ordinances within one year of notice to proceed.
