Description
The contractor will provide medical-expert services and medical reviewer/case management support for the National Vaccine Injury Compensation Program (VICP) and the Countermeasures Injury Compensation Program (CICP) in support of litigation, including defense of petitions filed against the Secretary of Health and Human Services. The government anticipates establishing BPAs with qualified vendors and issuing call orders based on need, with several hundred case-review call orders annually across the programs and generally zero to five cases per reviewer per month. Typical case reviews require approximately 12–15 hours. Amendment P0001 clarifies that the parent BPA has a five-year period of performance, while each BPA call order has an 11-month period of performance. Reviewers must have at least five years of experience reviewing cases related to vaccine administration and vaccine injury; general medical claims-review experience is also required. Typical specialties include neurology, orthopedics, and immunology. The RFQ has no closing date, and quotes may be reviewed with BPAs issued on a rolling basis.
