Description
The City of Barstow is requesting proposals from qualified consulting firms to conduct a comprehensive classification and total compensation study for approximately 180 represented and unrepresented employee classifications across nine departments and eight bargaining units or employee associations. The study will include base salary and benefits analysis, review of actual duties and organizational relationships, job questionnaires, in-person job observations and interviews, evaluation of job families, classification levels, career paths, internal equity, salary compression, FLSA status, ADA essential functions, EEO categories, and applicable employment-law requirements. The City expects approximately 15 safety classifications and wants the study to address job families, modified duties, a Deputy Director series, and upcoming labor negotiations. The consultant will conduct market compensation surveys using approximately four to six benchmark agencies, with high-desert cities generally serving as comparators and additional agencies considered for police and fire classifications. The work will include recommendations for classification and compensation changes, a compensation philosophy and implementation matrix, fiscal impacts, a high-level organizational review, and updated classification specifications and job descriptions. The City expects the selected vendor to participate in job observations and in-person meetings; a sample contract will be provided only to the top bidder. The City also has a prior 2024/2025 study that will be made available to the selected vendor.
