Description
The National Institutes of Health (NIH) requires a contractor to provide laboratory animal feed and bedding for the Building 49 Central Animal Facility (CAF) in Bethesda, Maryland. The objective is to ensure a stable and cost-effective mechanism for immediate access to up to a ninety (90) day supply of feed and bedding, with continuous rotation and replacement throughout the contract period. This includes supplying specified Purina/LabDiet fixed-formula diets and equivalent hardwood and paper/cellulose bedding products. The contractor must establish and maintain a controlled warehouse within approximately 45 miles of NIH Bethesda, capable of holding up to a one-year supply, with appropriate temperature, humidity, and pest control. The contract will also require maintaining an emergency/disaster reserve inventory, providing routine twice-weekly deliveries and emergency deliveries, and maintaining accurate inventory records with monthly reports. The contractor must develop and implement an Operations Statement and a Disaster Plan to ensure sustained services during emergencies or disasters, including backup transportation and coordination with state and federal agencies. The contract period is anticipated to be one base year with four one-year option periods.
