Description
The U.S. Customs and Border Protection (CBP) is soliciting proposals for food services, encompassing meal preparation, delivery, and distribution, for their Southern Border operations. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period. The acquisition is set aside for small business concerns. The scope of work includes providing all necessary equipment, materials, labor, and supervision for these services across four U.S. Border Patrol (USBP) sectors: San Diego, El Paso, Rio Grande Valley, and Miami. Meals must meet USDA and FDA nutritional and age-appropriate guidelines, and contractors must develop menus in consultation with a registered nutritionist/dietitian. The services will be dynamic and flexible to accommodate fluctuating migrant populations. Proposals will be evaluated based on Technical and Management Approach, Past Performance, and Price. The Technical and Management Approach will assess the offeror's capability in providing required products and services, distribution, delivery methodology, and food safety plans. Past Performance will be evaluated based on the contractor's history of similar services, and pricing will be assessed for reasonableness, completeness, and cost-effectiveness.
