Description
High Desert Education Service District seeks a contractor for a six-month foundation phase supporting implementation of Oregon’s 2026–2032 STEM Education Plan. Work includes developing an initial five-year implementation roadmap and operational templates; facilitating monthly meetings of STEM Hub directors and participating in quarterly Oregon STEM Investment Council meetings; drafting a shared measurement framework and primary indicators; and preparing communications materials and a partner engagement plan. Deliverables include the initial roadmap, measurement framework, monthly facilitation records and summaries, communications plan and outreach materials, and a progress and transition report. Proposals must describe the approach to the seven tasks, engagement strategy, project management and schedule, meeting cadence, and budget, including hourly rates, estimated hours by task, travel costs, and invoicing schedule. Include a firm or team overview, relevant experience, resumes, one to three comparable work examples, three client references, and an AI-use disclosure if applicable. The proposal is limited to 12 pages, excluding resumes, work samples, and references, and must be submitted as one PDF. The maximum contract amount is $100,000.
