Description
The Federal Bureau of Prisons seeks a contractor to operate a residential reentry center (RRC) for male and female federal offenders and provide home confinement services. The RRC must provide up to 50 beds—45 for males and five for females—and home confinement services for up to 20 placements within 100 miles of the RRC. Services must comply with the March 2022 Residential Reentry Center Statement of Work, including its home confinement requirements. The Government intends to award both service line items to one provider, though it reserves the right to make an award it considers in its best interest. This is an indefinite-delivery, indefinite-quantity contract with firm-fixed unit prices, a one-year base period, and four one-year option periods. Proposals must be submitted by email in three separate PDF volumes: Technical/Management, Business, and Past Performance. Each volume must be no larger than 20 MB; larger volumes must be split across emails. The solicitation requires extensive technical and management plans, site and zoning documentation, community notifications and support evidence, facility plans and photographs, business forms and questionnaires, and past-performance information. The contractor must provide at least 70% of the contract requirements using its own directly compensated employees, limiting subcontracting to 30%.
