Description
The State of Florida, Executive Office of the Governor, is soliciting proposals for a secure, reliable, cloud-based Legislative Tracking and Information Management System. The solution must centrally assign and track legislation; monitor legislative activity in real time; maintain bill status, history, amendments, votes, and related actions; provide configurable alerts, advanced search, dashboards, reporting, and export capabilities; and consolidate reports, notifications, press releases, announcements, legal opinions, schedules, and other governmental information in a unified interface. The system must aggregate information from the Governor’s Office, Florida House and Senate, Florida Supreme Court, state agencies, the Revenue Estimating Conference, and other applicable governmental bodies. The contractor must provide all labor, software, licensing, hosting, implementation, configuration, testing, data migration or integration activities where applicable, training, user and administrator documentation, maintenance, updates, customer support, emergency legislative-session support, and service-level commitments. The solution must support secure authentication, role-based access, encryption in transit and at rest, audit logs, scalable performance, mobile-friendly or responsive design, and compliance with applicable Florida security and accessibility requirements. Pricing must be comprehensive and itemized for subscription fees, user licensing, hosting, maintenance and support, training, optional modules, and other costs.
