Description
The Department of the Interior, through the Marine Minerals Administration, has issued a draft RFP for a multiple-award indefinite-delivery/indefinite-quantity contract supporting physical inspections of offshore renewable energy facilities on the Atlantic Outer Continental Shelf. The anticipated contract would provide offshore vessel charter services, qualified crews, vessel operations, walk-to-work or similar personnel-transfer systems, accommodations, communications, mission planning, inspection logistics, reporting, mobilization, demobilization, and optional scientific, environmental, hydrographic, or remotely operated vehicle support. Contractors may provide vessels through ownership, operation, management, charter, brokerage, or other legally binding arrangements, but remain responsible for performance and vessel availability. The draft anticipates two or more IDIQ awards, with a five-year ordering period consisting of a 12-month base period and four one-year option periods. The estimated maximum contract value is $30,000,000, with a $5,000 minimum consideration. A seed task order is anticipated for inspections of up to 93 offshore facilities during calendar year 2027, requiring a fully crewed vessel capable of up to 45 consecutive days of offshore operations and up to 21 days without returning to port. The draft requests feedback on contract line items, insurance, Service Contract Labor Standards applicability, small-business participation, evaluation criteria, feasibility, and pricing. Responses are for market research and will not be evaluated for award.
