Description
The Military Sealift Command is conducting a sources-sought market survey for one U.S.-flagged, Jones Act-qualified, coastal-rated passenger transfer vessel to support personnel and supply transfers to and from Ohio-class submarines in open ocean areas around Hawaii. The vessel must transport up to 44 personnel and 10 pallets, operate up to 250 nautical miles from Pearl Harbor, be available within eight hours of notification, and support approximately ten monthly brief-stop events plus submarine sea-trial escort missions. The vessel must meet extensive operational and technical requirements, including a minimum 90-foot length, 15-knot transit speed, seven-day endurance, 500-nautical-mile range, USCG Subchapter T certification, a transfer brow, crane or davit equipment capable of lifting 1,000-pound loads, navigation and communications equipment, suitable fendering and lines, overnight berthing and meals, and the ability to operate in specified sea and wind conditions. The contractor and all crew members must hold Secret clearances, and the contractor must possess a Secret facility clearance before vessel delivery. Respondents must provide vessel characteristics and documentation, operating certifications and restrictions, daily pricing, business size, subcontracting information, and confirmation of availability for the stated charter period.
