Description
Skagit Transit is soliciting a qualified consultant, by invitation from MRSC rosters, to prepare an ADA Transition Plan for its network of 19 fixed bus routes and approximately 505 active bus stops throughout Skagit County. The work will include a comprehensive field inventory and assessment of every stop for accessibility, safety, and condition, including boarding and alighting areas, sidewalk connections, right-of-way considerations, and amenities. The selected consultant will establish defensible bus stop design and improvement standards, including criteria for full shelters, sign-only stops, and intermediate treatments, and will produce a prioritized, funded, multi-year implementation plan. The resulting board-adoptable specifications will support coordination with cities, towns, Skagit County, developers, and private property owners when stops are placed, constructed, modified, or affected by roadway and development projects. The plan is intended to satisfy Title II ADA self-evaluation and transition-planning expectations and align with FTA and WSDOT accessibility guidance.
