CITY OF SNOHOMISH REQUEST FOR QUOTES MANHOLE REHABILITATION PROJECT The City of Snohomish (City) is requesting quotes from qualified contractors to perform rehabilitation work on several sanitary sewer manholes located throughout the City. The project includes the rehabilitation of the Shadowood Force Main Manhole, Lincoln and Rainier Force Main Manhole, Ferguson Force Main Manhole, Hill Park Force Main Manhole, Rainbow Force Main Manhole. Work may include cleaning, inspection, surface preparation, grouting cementitious repairs, protective coatings or linings, frame and cover adjustments, minor concrete repairs, and related improvements. Quotes must be received no later than 5:00 PM (Pacific Time) on Friday, September 18, 2026. Late submissions will not be considered. Contractors are responsible for verifying receipt of their email submission. Submittals shall be submitted electronically in PDF format by email to Siobhan Waltman at waltman@snohomishwa.gov with Manhole Rehabilitation Quote in the email subject line. A mandatory site visit will be held on Thursday, August 27, 2026, at 10:00 AM (Pacific Time). Interested contractors shall meet at the Public Works Shop, 1801 1st Street, Snohomish, WA 98290. The full RFQ, including project requirements and schedule, is available on the Citys website at: https://www.snohomishwa.gov/105/Bids-RFPs-RFQs All contractors must be licensed to conduct business in the State of Washington and obtain a City of Snohomish business license endorsement prior to contract execution. Questions regarding this RFQ must be submitted by email to waltman@snohomishwa.gov with Manhole Rehabilitation Quote in the subject line no later than 5:00 PM (Pacific Time) on Friday, September 4, 2026. Description

The City of Snohomish is seeking qualified contractors to rehabilitate four sanitary sewer force-main manholes: Shadowood, Lincoln and Rainier, Ferguson, and Rainbow. Addendum No. 1 removes the Hill Park Force Main Manhole from the scope. Work may include cleaning and inspection, surface preparation, grouting and infiltration sealing, protective coatings or lining systems, frame and cover adjustments, minor concrete repairs, bench and channel rehabilitation, structural restoration, traffic control, disposal, and site cleanup. The contractor must provide all labor, supervision, equipment, materials, and incidentals; recommend additional repairs where appropriate; and submit a PDF quote containing company information, Washington contractor registration number, relevant experience, proposed methods and materials, schedule and estimated duration, itemized pricing and total project cost, and assumptions or recommended additional repairs. The contractor must be licensed in Washington and obtain a City of Snohomish business license endorsement before contract execution. The contract documents require performance and payment bonding and specify insurance requirements, including automobile liability, commercial general liability, workers' compensation, builders risk, and contractors pollution liability coverage.
